Chesterfield County Tools to Address and Prevent Blight

Building and Property Code Compliance 

The maintenance of buildings and property are critical to the health of older communities. Deteriorating structures, overgrown weeds, and yard debris discourage nearby property owners from maintaining their property. Isolated problems, if not corrected, can mushroom into neighborhood wide blight. Chesterfield County has adopted minimum standards for property and buildings to assist citizens in the maintenance of their community.

Pro-active code compliance inspections are conducted in the Village of Ettrick and the Jefferson Davis Corridor. Other areas are inspected on a complaint basis. See contact information below.

Many residential subdivisions and commercial projects have established additional standards through private covenants. Consult your property legal documents or contact your neighborhood association representative.

Financial Incentives for Rehabilitating Older Buildings

Partial real estate tax exemptions are available for property owners who rehabilitate, replace, or add on to older structures. For program details and application forms, see below:

Enterprise Zones

Chesterfield County has established enterprise zones in select locations in order to encourage redevelopment and reinvestment in these older areas. The county and Commonwealth of Virginia provide economic incentives for new businesses, new building construction, and rehabilitation of existing buildings.

These locations are:

  1. Jefferson Davis Highway,
  2. Eastern Midlothian Turnpike from Chippenham Parkway to Providence Road,
  3. Eastern Hull Street Road from Chippenham Parkway to the 360 West Shopping Center (Turner Road),
  4. Meadowbrook and Meadowdale Shopping Centers at Chippenham Parkway and Hopkins Road

Planning Assistance

Chesterfield County provides planning assistance to citizens interested in the improvement and rehabilitation of their community. Planning is a powerful tool to assess the strengths and weaknesses of an area, facilitate the involvement of citizens in the future of their area, and develop strategies for improvement. There are two levels of assistance available.

  1. Formal Comprehensive Plan for a Small Area: This planning assistance addresses land use, transportation, and infrastructure issues. For more information, contact: Chesterfield County Planning Department 748-1050.
  2. Community Strategic Plans : Planning assistance will be provided to community organizations to assist them in assessing existing conditions and trends, organizational issues, and development of five year plans to improve their organization and community. Community Data and Information

Information is critical understanding the condition and trends affecting each of the County’s communities. The Planning Department maintains and annually updates key information on housing, crime, population and more for 25 communities within the County. In addition, they maintain and update business information for key business sectors and six business corridors. Contact the Chesterfield County Planning Department 748-1050.

Streetlight Program for Existing Neighborhoods

Chesterfield County has a program to finance and install streetlights within existing neighborhoods. For information on the policy and standards for this program and an application form, contact: Chesterfield County Environmental Engineering Department 748-1035

Crime Prevention Program

The Chesterfield County Police Department provides several crime prevention programs. Programs of particular relevancy to citizens and civic groups in older communities include:

  • neighborhood watch,
  • community policing programs
  • crime prevention through environmental design
  • crime prevention in apartment communities,
  • other crime prevention programs
