Waste and Resource RecoveryCitizens Advisory CommitteeHistory The formation of the Citizens Advisory Committee grew out of a State regulatory requirement for “public participation” in the development of local and regional solid waste management plans. The Committee was recommended by both the Richmond and Crater Planning District Commissions and officially formed in the fall of 1990 through the Central Virginia Waste Management Authority (CVWMA). The committee originally met monthly to review reports prepared by CVWMA staff and consultants on the solid waste management plan. Once the plan was adopted, the Citizens Advisory Committee was retained as a standing advisory committee for the implementation of recycling and other waste management programs. Committee members originally elected a Chair and Vice-Chair to preside over their meetings and serve as liaison for the CVWMA and Planning District Commissions (PDCs). Mission The Citizens Advisory Committee’s mission is to provide input and support to the solid waste management planning process and to communicate these plans to the community. One Chesterfield County representative and 2 at-large members from both of the PDCs are appointed. Guidelines for selection of members are: a person who serves or has served on local solid waste, recycling or litter control committees; has extensive knowledge of or background in solid waste and recycling issues; is involved in the community and is willing and expected to talk with the public and community about recycling and solid waste issues. Roles and Responsibilities The county’s representative supports the planning process by providing input to the regional solid waste management plan and plan amendments. They must keep abreast of legislation concerning the solid waste and recycling industry, attend public meetings to assist in informing the citizens of the region about the plan development and help communicate issues to citizens.
