This prohibition includes the use of sparklers, which are considered fireworks. Authorities recommend playing it safe this Fourth of July and attending a regional fireworks display permitted and organized by licensed fireworks professionals.  </description>

      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Police Department is investigating a single-vehicle crash that killed one man. The crash occurred at the intersection of Millridge Parkway and Court Ridge Road at about 11:58 p.m. yesterday.

Police said a 2002 Honda Civic traveling east on Millridge Parkway left the roadway and struck several trees.
 
The driver, Joseph C. Henderson, 22, of the 6300 block of Leisure Terrace, was transported to St. Francis Medical Center where he later died. 

Police continue their investigation into this crash.

      <description>CHESTERFIELD COUNTY, VA &#45; Motorists should expect heavy traffic near the Chesterfield County Fairgrounds on Friday, July 4, due to the fireworks display during the Comcast Fourth of July Extravaganza at the fairgrounds. Motorists can expect an increase in traffic beginning at 4:30 p.m. and are advised of the following instructions and road closures:

&#45;	Motorists who don&#39;t plan to attend the event should avoid the fairgrounds area, including Route 10 between Kingsland and Lewis roads, between 4:30 and 11 p.m.

&#45;	Gates will open at 5 p.m. 

&#45;	Motorists attending the event must enter the fairgrounds from Krause Road.

&#45;	Courthouse Road will be open to northbound traffic only.  Southbound traffic will be closed beginning at 5 p.m.

&#45;	All motorists should use available county parking. The Chesterfield County Courthouse parking lots, including the parking lots at the Juvenile and Domestic Relations Court, will not be available for use.

      <description>CHESTERFIELD COUNTY, VA &#45; Police are looking for Calvin Lee, 20, 3902 Forest Hill Avenue in Richmond. He is wanted in connection with the June 16 robbery at a home in the 2200 block of Bowlin Court.

Police said two men entered the home, asked to use the victims&#39; bathroom and then robbed the victims of money at gunpoint. A third man waited on the porch. Police believe the victims and suspects knew one another. 

Marquis L. Davis, 20, of the 9300 block of Radborne Road and Jerel R. Jerman, 18, of the 7200 block of McKesson Court have been arrested in connection with this robbery. Davis is charged with robbery, conspiracy to commit a felony and use of a firearm in the commission of a felony. Jerman is charged with robbery, conspiracy to commit a felony, abduction and use of a firearm in the commission of a felony. Both men are awaiting upcoming hearings in Chesterfield County General District Court.

Lee is a black male, 5 feet 4 inches tall and 120 pounds. He has black hair and brown eyes. Lee is also known as &#34;Forty.&quot;

Police said a 2002 Chrysler Voyager mini-van traveling east on Hull Street Road left the roadway and struck a tree. 

The driver, Larry Ray Dawley, 59, of Fredericksburg was pronounced dead at the scene.

Police continue their investigation into this crash.

      <description>CHESTERFIELD COUNTY, VA &#45; At 12:40 a.m., police responded to the 15900 block of Woods Edge Road for a report of a truck that had been struck by a train. The 2002 Ford F-150 pickup truck was eastbound on Woods Edge Road when the driver lost control and wrecked onto railroad tracks. Witnesses said both the driver and a passenger got out of the vehicle just before it was struck by a southbound CSX freight train. The truck was carried for a half mile before the train could come to a complete stop.  
	
Police arrested Christopher G. Fers, 23, of the 3300 block of Ludgate Court in Chester. Fers was charged with driving under the influence. He is scheduled to appear in Chesterfield County General District Court on Aug. 27.

This concession stand has previously been the target of break-ins and acts of vandalism. Responding officers searching a nearby neighborhood quickly arrested a juvenile male with a large bag of candy in his possession. A second juvenile male was apprehended later at his home. Both males are 14 years old and were charged with burglary, larceny and other related charges. The two were released to parents pending court appearances.

Police said the man approached an employee, displaying what appeared to be a handgun, and demanded money from the register. The man was accompanied by a woman. The suspects fled with an undisclosed amount of money.   

The male suspect is described as a black male, 18-25 years old and 5 feet 8 inches tall. He wore a black tee shirt and black pants. The other suspect is described as a black female, 18-25 years old and 5 feet 7 inches tall. She wore dark clothing and had cornrows in her hair.       <description>CHESTERFIELD COUNTY, VA&#45;The 29,000-plus acre wild-land fire near the Pamlico Sound and Dismal Swamp is still resulting in the transmission of smoke over a broad region, including portions of Virginia.

The smell of smoke that many Chesterfield County and surrounding area residents have noticed has been determined to be the result of the large fire in North Carolina. 

The smell of smoke likely will persist until the fire conditions in North Carolina are under control and there&#39;s a change in wind direction and weather conditions, which are contributing to the lingering smell.

      <title>Delegate Cox To Be Recognized For Efforts To Increase Funding For Mental Health

      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Mental Health Support Services Department and Arc of Virginia will recognize Del. Kirk Cox on June 19 for his efforts this year to obtain funding for 600 additional Medicaid waivers for Virginia residents with mental retardation. A reception will be held at 5 p.m. at the Rogers Building, 6801 Lucy Corr Blvd., in the Chesterfield County government complex. 

During the reception, Cox will receive the Advocate of the Year Award from Arc of Virginia, the state&#39;s advocacy organization for people with mental retardation.

The Medicaid waivers are in short supply but provide critical funding for people with intellectual disabilities. The waivers help pay for many important services, such as supports for living in a home or apartment, employment training, day services and assistive devices. In Virginia, there is only enough funding to provide waivers for about 50 percent of those who qualify. 

Chesterfield County has 442 residents who currently receive these benefits. An additional 370 residents remain eligible, and 147 of them have urgent needs. Because of Cox&#39;s funding efforts in the 2008 General Assembly, 36 new people in Chesterfield County will receive the waivers.	 

&quot;An MR waiver slot would mean so much to our family,&#34; said Loli McMahon, whose child is on an urgent waiting list for a waiver. &#34;We are delighted and most appreciative to have an individual extremely committed to our children and family members as Del.       <description>CHESTERFIELD COUNTY, VA &#45; Police and Animal Control officers removed 51 dogs from a home in the 3300 block of Light Street on June 11. The dogs have been examined by a veterinarian and are in good condition.

Officers responded to the home at 1:25 p.m. to initially investigate a complaint about a foul odor emitting from the home. The dogs were removed due to unfit living conditions. Police have determined the dogs were living in the home as family pets.

The owner has been charged with animal cruelty, no current rabies vaccination and no current county dog license.

The dogs will remain at the Chesterfield County Animal Shelter pending court proceedings.

      <description>CHESTERFIELD COUNTY, VA &#45; Twenty-four men were arrested last week as a result of a two-day undercover operation that targeted solicitation for prostitution.

Between June 5 and 6, female police officers posed as prostitutes along the Jefferson Davis Highway corridor. The decoys were approached by men who requested sex in exchange for money. After the men made the requests, nearby undercover officers took the men into custody. 

Those arrested were charged with soliciting for prostitution and use of a vehicle while soliciting for prostitution. If convicted of soliciting for prostitution, suspects are required by state law to submit to an HIV test and must participate in counseling about HIV and its transmission. The breakdown of the charges is as follows:

23 &#45; solicitation for prostitution
20 &#45; use of a vehicle for solicitation of prostitution	        
 4 &#45; possession of cocaine
 3 &#45; possession of marijuana
 1 &#45; felony cocaine
 1 &#45; distribution of cocaine
 1 &#45; suspended operator&#39;s license
 1 &#45; wanted
 1 &#45; common nuisance

Chesterfield County Police will continue these types of undercover operations in areas of the county where prostitution activity is occurring.

Arrested were: Travis C. Mitchell, 18, of the 16100 block of Hampton Summit Drive; Ryan P. Gies, 18, of the 15600 block of Fox Cove Circle; Dustin L. Sollars, 18, of the 5700 block of Grove Forest Road; and 13 male and four female juveniles.

The suspect displayed a long-barrel shotgun in the May 17 robbery and a large hunting knife in the June 2 robbery. No one has been injured during these early-morning robberies.

The suspect is described as a white male, 18-25 years old and between 5 feet 10 inches and 6 feet tall.

The smell of smoke that many Chesterfield County and surrounding area residents have noticed has been determined to be the result of the large fire in North Carolina. The smell of smoke likely will persist until the fire conditions in North Carolina are under control and there&#39;s a change in the current hot, humid weather conditions, which are contributing to the lingering smell.

Jeremy W. Brown, 33, and Jennifer Lee-Nicole Ashcraft, 27, of the 4200 block of Bridgewood Road, are accused of stealing wallets or purses from 13 victims between May 15-24. Police believe Brown distracted victims while Ashcraft stole the wallets or purses. 

Brown and Ashcraft are charged with grand larceny, credit-card theft and conspiracy to commit a felony. Brown is being held in Riverside Regional Jail, and Ashcraft is being held without bond in the Chesterfield County Jail pending upcoming hearings in Chesterfield County General District Court.

      <description>CHESTERFIELD COUNTY, VA &#45; Each day, volunteers make outstanding contributions to Chesterfield County&#39;s many programs and initiatives. For their dedicated service, a total of 128 volunteers recently received the President&#39;s Volunteer Service Award. This was the first year that Chesterfield County was eligible for the awards as a certifying organization.

&#34;This award is a prestigious national honor that recognizes the valuable contributions of volunteers nationwide who are answering the president&#39;s call to service,&#34; said Kathy Perun, volunteer coordinator for the Chesterfield-Colonial Heights Department of Social Services. &#34;This is a great honor for our volunteers and we&#39;re very proud to join the president in acknowledging this special achievement.&#34;

The award was established in 2003 through the President&#39;s Council on Service and Civic Participation. It is given to children, adults, families and groups who demonstrate a sustained commitment to volunteer service over the course of 12 months, especially in the areas of youth achievement, parks and open spaces, healthy communities, public safety and emergency response. The levels of awards are Gold, Silver and Bronze, and a special lifetime award.

Eight volunteers received the lifetime award, the President&#39;s Call to Service Award. This award goes to volunteers who complete 4,000 or more hours of service in a lifetime. They were: Buddy Fox, Aldo Funai, John Hawkins, Perry Hornbarger, Robert Luther, Stuart Morrell, Clarence Steed and Lynn Wagner. 

All 128 recipients were recognized at Chesterfield County&#39;s Annual Volunteer Recognition ceremony in May. They received a personalized certificate of achievement, a congratulatory letter from President George Bush, a congratulatory letter from the President&#39;s Council on Service and Civic Participation and an official President&#39;s Award pin.

&#34;We are proud to add this award to our volunteer recognition and are excited at the prospect of making this an annual tradition,&#34; Perun said. &#34;Words cannot express the gratitude we have for our volunteers.&#34;

      <description>CHESTERFIELD COUNTY, VA &#45; The Chesterfield County Parks and Recreation Department, Police Department and the Sheriff&#39;s Office are co-sponsoring the third annual Motorcycle Biker Rally to benefit Special Olympics of Virginia, Saturday, June 7, at the Chesterfield County Fairgrounds. The gates will open at 9 a.m. for the bikers and their families to enjoy the festivities, and the rally will begin at 11 a.m. All bikers will depart the fairgrounds with a full police escort to the University of Richmond campus.
	
The registration fee of $25 per rider includes entry into the rally, biker pin, lunch, door prize tickets and musical entertainment upon returning to the fairgrounds. Families can enjoy a car show, moonwalk, a clown and face painting from 9 a.m.-1 p.m.

Since the beginning of May, police have received 13 reports of purses and wallets being stolen while victims shopped in area grocery and department stores.

These thefts occurred at businesses throughout the county. Most victims left their purses and wallets unattended.

Police offer the following crime-prevention tips to avoid becoming a victim: 
&#45;	Do not leave your purse or wallet unattended in a shopping cart. 
&#45;	Keep your purse or wallet with you at all times.
&#45;	Avoid carrying multiple credit cards.
&#45;	Avoid carrying large amounts of cash.
&#45;	Remain alert.
&#45;	Report suspicious activity to police and store management immediately.

The incident occurred at about 1:20 a.m. in the 3100 block of Hartwell Drive. Police said the suspect entered the home while residents were sleeping, stabbed the victim and fled.

An informational meeting for anyone who wants to learn about becoming a foster parent will be held June 9, 6-8 p.m., at the Smith-Wagner Building, 9501 Lucy Corr Circle. This meeting is a prerequisite to the next foster-parent training series that begins June 23 and runs through Aug. 11.

Foster parents can come from a variety of backgrounds. They can be male or female, married or single, and work inside or outside the home. Social Services provides prospective foster parents with comprehensive training before they begin caring for children. There are many supports available to foster parents, such as paid day care, state Medicaid for medical expenses and a monthly stipend for room and board, clothing and other related expenses.

      <description>CHESTERFIELD COUNTY, VA &#45; Police are investigating a robbery that occurred at the BP station, 8806 Forest Hill Ave., on May 20 at 8:10 p.m.

Two men entered the store, approached an employee, displayed a gun and demanded money. One suspect forced the victim into a bathroom before both men fled with an undisclosed amount of money and cigarettes. No one was injured during this incident.

Both suspects are black males, 25-26 years old, unshaven, with dark complexions and short, black corn rows. One suspect is 6 feet tall and wore a teal shirt over a white shirt and a baseball hat. The second suspect is 5 feet 6 inches tall and wore a black shirt and black baseball hat.

The suspect is a thin, white male, 18-25 years old and 5 feet 10 inches tall. He wore a black hooded sweatshirt, baseball hat and jeans.
